นายกรัฐมนตรีกล่าวถ้อยแถลงในการประชุมสุดยอดอาเซียน ครั้งที่ 47 แบบเต็มคณะ ไทยพร้อมทำงานร่วมกับประเทศสมาชิก เพื่อผลักดันประโยชน์ที่แท้จริงสู่ประชาชน

นายอนุทิน ชาญวีรกูล นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงมหาดไทย กล่าวถ้อยแถลงในการประชุมสุดยอดอาเซียน ครั้งที่ 47 แบบเต็มคณะ ขอบคุณนายกรัฐมนตรีมาเลเซียสำหรับการต้อนรับที่อบอุ่น ซึ่งการประชุมครั้งนี้ ถือเป็นเวทีพหุภาคีครั้งแรก หลังเข้ารับตำแหน่ง นายกรัฐมนตรี ได้แสดงความยินดีที่ได้ต้อนรับติมอร์-เลสเต เป็นสมาชิกอาเซียน ยืนยันว่าไทยพร้อมสนับสนุนติมอร์-เลสเต ในการดำเนินการตามกระบวนการเข้าสู่อาเซียนต่อไป 

โดยนายกรัฐมนตรี ย้ำบทบาทของอาเซียนในการเป็นเสาหลักของนโยบายต่างประเทศของไทย ซึ่งไทยพร้อมทำงานร่วมกับประเทศสมาชิก เพื่อผลักดันประโยชน์ที่แท้จริงสู่ประชาชน เน้นย้ำ 3 แนวทางสำคัญ คือ 

1. การสร้างประชาคมอาเซียนที่มั่นคงปลอดภัยสำหรับประชาชน ซึ่งนายกรัฐมนตรีเห็นว่า ความเป็นอยู่ที่ดีของประชาชนขึ้นอยู่กับความสามารถในการรับมือกับภัยคุกคามรูปแบบใหม่ที่กระทบต่อชีวิตประจำวัน ทั้ง อาชญากรรมทางไซเบอร์ การหลอกลวงทางออนไลน์ และการค้ามนุษย์ ไทยพร้อมทำงานกับประเทศสมาชิกอย่างใกล้ชิด เพื่อรับมือกับภัยคุกคามร่วมกัน โดยเฉพาะอย่างยิ่งการจัดตั้งเครือข่ายความร่วมมือ เพื่อเสริมสร้างขีดความสามารถในการแลกเปลี่ยนข่าวกรอง และการปฏิบัติการร่วมกันอย่างมีประสิทธิภาพ พร้อมทั้งปกป้องคุณภาพชีวิตของประชาชนจากมลพิษข้ามพรมแดน ภัยพิบัติทางธรรมชาติ และโรคระบาด ผ่านการเร่งเสริมศักยภาพของศูนย์อาเซียนที่เกี่ยวข้อง โดยเฉพาะศูนย์อาเซียนด้านภาวะฉุกเฉินทางสาธารณสุขและโรคอุบัติใหม่ (ASEAN Centre for Public Health Emergencies and Emerging Diseases: ACPHEED) 

2. การพัฒนาทางเศรษฐกิจที่ครอบคลุมและยั่งยืน ผ่านการบูรณาการทางเศรษฐกิจที่ลึกซึ้งยิ่งขึ้นและใช้ประโยชน์จากแพลตฟอร์มดิจิทัล เพื่อเพิ่มโอกาสทางเศรษฐกิจ โดยนายกรัฐมนตรียินดีที่อาเซียนสามารถลงนามในความตกลงการค้าสินค้าของอาเซียน (ASEAN Trade in Goods Agreement: ATIGA) ฉบับปรับปรุง และความตกลงการค้าเสรีอาเซียน–จีน ฉบับที่ 3 ได้ในระหว่างการประชุมสุดยอดครั้งนี้ หวังว่าอาเซียนจะสามารถลงนามในกรอบความตกลงเศรษฐกิจดิจิทัลอาเซียน (DEFA) ได้ภายในปีหน้า ขณะเดียวกัน นายกรัฐมนตรีเน้นย้ำเรื่องการเติบโตทางเศรษฐกิจอย่างยั่งยืน ผ่านการขับเคลื่อนการเปลี่ยนผ่านที่เป็นมิตรต่อสิ่งแวดล้อม โดยการลงทุนในพลังงานสะอาด โครงการโครงข่ายไฟฟ้าอาเซียน (ASEAN Power Grid) รวมถึงการเงินสีเขียว เพื่อสนับสนุนการพัฒนาอย่างยั่งยืน

3. การเสริมสร้างสันติภาพและเสถียรภาพ โดยยึดมั่นต่อระบบที่ตั้งอยู่บนกฎเกณฑ์ เพื่อรักษาเสถียรภาพในภูมิภาค ซึ่งเป็นพื้นฐานสำคัญในการพัฒนาเศรษฐกิจและสังคม รวมถึงความมั่นคงของมนุษย์ พร้อมทั้งส่งเสริมการมีปฏิสัมพันธ์อย่างสร้างสรรค์กับภาคีภายนอก ภายใต้มุมมองอาเซียนต่ออินโด - แปซิฟิก (ASEAN Outlook on the Indo-Pacific: AOIP) ซึ่งจะช่วยสนับสนุนความเป็นอิสระทางยุทธศาสตร์ (Strategic Autonomy) ของอาเซียน เพิ่มโอกาสทางเศรษฐกิจ และส่งเสริมบทบาทของอาเซียนในเวทีโลก ในฐานะพลังแห่งสันติภาพ ความมั่งคั่ง และความก้าวหน้า 

นายกรัฐมนตรีกล่าวยินดีต่อความสำเร็จในการเป็นประธานอาเซียนของมาเลเซียในปีนี้ และพร้อมสนับสนุนฟิลิปปินส์ในการเป็นประธานอาเซียนปีหน้า ซึ่งเป็นปีที่อาเซียนจะขับเคลื่อน “วิสัยทัศน์ประชาคมอาเซียน ค.ศ. 2045” ร่วมกัน

สำหรับการประชุมสุดยอดอาเซียน ครั้งที่ 47 แบบเต็มคณะ ที่ประชุมได้ร่วมกันรับรองเอกสารการประชุมสุดยอดอาเซียน จำนวน 16 ฉบับ และมาเลเซียได้ออกแถลงการณ์ของประธานการประชุมสุดยอดอาเซียน ครั้งที่ 47 (Chairman’s Statement of the 47th ASEAN Summit) จำนวน 1 ฉบับ หลังจากนั้น ผู้นำอาเซียนได้ร่วมกันเป็นสักขีพยานในพิธีส่งมอบสารแก้ไขความตกลงการค้าสินค้าของอาเซียน (ATIGA) ฉบับที่ 2

The Prime Minister delivered a full‑plenary statement at the 47th ASEAN Summit, emphasizing that Thailand stands ready to work with ASEAN Member States to deliver tangible benefits to the people

H.E. Anutin Charnvirakul, Prime Minister and Minister of Interior, delivered the statement at the 47th ASEAN Summit plenery session, expressing gratitude to the Malaysian Prime Minister for the warm welcome. He noted that this meeting is his first multilateral summit since assuming office, congratulated Timor‑Leste on joining ASEAN as a Member, and affirmed Thailand’s readiness to support Timor‑Leste in its ongoing accession process

The Prime Minister underscored ASEAN’s role as the cornerstone of Thailand’s foreign policy and highlighted Thailand’s readiness to cooperate with Member States to translate real benefits to the people. He outlined three key approaches:

1. Building an ASEAN Community that is secure and safe for the people. The Prime Minister emphasized that the well‑being of the people depends on the ability to address new threats affecting daily life, including cyber‑crime, online scams, and human trafficking. Thailand stands ready to work closely with Member States to tackle these shared threats, particularly through the establishment of cooperative networks to strengthen intelligence‑sharing and joint operations, while protecting the quality of life from transboundary pollution, natural disasters, and pandemics, by enhancing the capacities of relevant ASEAN centres, particularly the ASEAN Centre for Public Health Emergencies and Emerging Diseases (ACPHEED).

2. Promoting inclusive and sustainable economic development through deeper economic integration and the use of digital platforms to expand economic opportunities. The Prime Minister welcomed ASEAN’s signing of the amended ASEAN Trade in Goods Agreement (ATIGA) and the Third ASEAN–China Free Trade Agreement at the Summit, and expressed hope that ASEAN will sign the ASEAN Digital Economy Framework Agreement (DEFA) by next year. He also highlighted the importance of sustainable economic growth through an environmentally friendly transition, including investment in clean energy, the ASEAN Power Grid, and green finance to support sustainable development.

3. Strengthening peace and stability based on a rules‑based system, which is fundamental for regional economic and social development as well as human security. He emphasized constructive engagement with external partners under the ASEAN Outlook on the Indo‑Pacific (AOIP), which supports ASEAN’s strategic autonomy, expands economic opportunities, and enhances ASEAN’s global role as a force for peace, prosperity, and progress.

The Prime Minister congratulated Malaysia on its successful ASEAN Chairmanship this year and affirmed Thailand’s readiness to support the Philippines in assuming the ASEAN Chairmanship next year, during which ASEAN will drive the ASEAN Community Vision 2045

At the 47th ASEAN Summit in full‑plenary format, the leaders jointly endorsed sixteen summit documents, and Malaysia issued the Chairman’s Statement of the 47th ASEAN Summit. Subsequently, the ASEAN leaders witnessed the signing‑over ceremony of the Second Amendment to the ASEAN Trade in Goods Agreement (ATIGA)
