ไทยจับมืออาเซียน - UNESCO ขับเคลื่อนธรรมาภิบาลแพลตฟอร์มดิจิทัล

วานนี้ (20 ตุลาคม 2568) สำนักงานพัฒนาธุรกรรมทางอิเล็กทรอนิกส์ (สพธอ.) หรือ ETDA กระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม (MDES) ร่วมกับองค์การการศึกษา วิทยาศาสตร์และวัฒนธรรมแห่งสหประชาชาติ (UNESCO) และสำนักงานเลขาธิการอาเซียน จัดการประชุม "ASEAN-UNESCO Multistakeholder Forum on the Governance of Digital Platforms" ณ โรงแรม The Athenee Hotel กรุงเทพฯ ระหว่างวันที่ 20-22 ตุลาคม 2568 เพื่อแลกเปลี่ยนมุมมอง ประสบการณ์ และร่วมกันหาแนวทางการกำกับดูแลแพลตฟอร์มดิจิทัลอย่างมีธรรมาภิบาล เพื่อรับมือความเสี่ยงและความท้าทายในโลกออนไลน์ โดยมีผู้เชี่ยวชาญ ผู้บริหาร จากประเทศไทยและสหภาพยุโรป คณะทูตจากนานาชาติ กว่า 80 คน

นายชัยชนะ มิตรพันธุ์ ผู้อำนวยการ ETDA กล่าวเปิดการประชุมวันแรกของการจัดงาน โดยเน้นย้ำบทบาทที่ทรงพลังของแพลตฟอร์มดิจิทัลต่อเศรษฐกิจ พร้อมกับความท้าทายที่ต้องได้รับการจัดการอย่างเร่งด่วน ไม่ว่าจะเป็นความปลอดภัยของผู้บริโภค สินค้าบางชนิดไม่มีใบรับรองคุณภาพ และประเด็นที่ว่าบางแพลตฟอร์มมีความยุติธรรมในการผลักดันเนื้อหาของทุกคนหรือไม่ หากควบคุมโดยปัญญาประดิษฐ์

การประชุมครั้งนี้เป็นเวทีสำคัญซึ่งริเริ่มโดย สาธารณรัฐประชาธิปไตยประชาชนลาวและประเทศไทย ภายใต้กรอบอาเซียน ในการศึกษาและพัฒนาแนวทางการรับมือเศรษฐกิจบนแพลตฟอร์มออนไลน์ โดยจะมีการแสดงผลลัพธ์ และเปิดรับฟังความเห็นจากทุกท่าน และอาเซียนจะเดินหน้าต่อไปอย่างไร เพื่อรักษาสมดุลการแข่งขันอย่างเป็นธรรม และการเติบโตทางเศรษฐกิจ

ในวันสุดท้าย (22 ต.ค.) ผู้เข้าร่วมจะร่วมกันจัดทำ ร่างเอกสารผลลัพธ์ (Outcome statement) และพิจารณา ร่างแนวทางอาเซียนว่าด้วยการกำกับดูแลแพลตฟอร์มดิจิทัล เพื่อให้เกิดความร่วมมือที่เป็นรูปธรรมในการสร้างธรรมาภิบาลดิจิทัลในภูมิภาค

Thailand Joins Forces with UNESCO and ASEAN to Host Forum on Digital Platform Governance, Aiming for Sustainable Economic and Regulatory Balance

Yesterday (October 20, 2025), the Electronic Transactions Development Agency (ETDA), under the Ministry of Digital Economy and Society (MDES), in collaboration with the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the ASEAN Secretariat, officially launched the "ASEAN-UNESCO Multistakeholder Forum on the Governance of Digital Platforms" at The Athenee Hotel, Bangkok. Taking place from October 20–22, 2025, the forum aims to exchange perspectives and experiences, and to jointly explore good governance models for digital platforms in order to address online risks and challenges. More than 80 experts, executives from Thailand and the European Union, and international diplomats are attending the event.

Mr. Chaichana Mitrpant, Director of ETDA, opened the first day of the forum by emphasizing the powerful impact of digital platforms on the economy, alongside urgent challenges that need to be addressed—such as consumer safety, uncertified products, and whether AI-controlled platforms treat all content creators fairly in terms of content visibility.

This forum is a key initiative led by the Lao People’s Democratic Republic and Thailand under the ASEAN framework, aiming to study and develop strategies to manage the digital platform economy. The event includes the presentation of initial findings and a call for input from participants, with the goal of guiding ASEAN’s next steps to ensure fair competition and economic growth.

On the final day (October 22), participants will jointly draft an Outcome Statement and consider a Draft ASEAN Guideline on Digital Platform Governance, paving the way for tangible regional cooperation to promote digital good governance across Southeast Asia.
